Higher voter turnout

The turnout in the municipal and county council elections this autumn was 64.5 per cent; an increase of 2.8 percentage points compared to the 2007 elections. This is the highest voter turnout seen in the 2000s, but still lower than previous local elections. The number of votes cast in advance increased by 5.5 percentage points.

This is the second time in a row that the turnout increased in local elections compared to the previous ones. All the counties experienced an increase in the voter turnout compared to the previous elections. Sør-Trøndelag and Troms experienced the highest increase with more than 5 percentage points, while Vest-Agder saw the smallest increase with 1 percentage point.

The electoral turnout varied from 61.1 in Østfold to 67.5 in Sogn og Fjordane.

The highest voter turnout seen in the 2000s, still lower than previous elections

The voter turnout in the municipal election was 64.2 per cent. In total, this amounts to 2 440 428 votes cast. The voter turnout has varied over time. The highest turnout registered was 81 per cent in 1963, but from the elections in 1987 there has been a marked and general decrease in the voter turnout. There has been a lower turnout compared to these elections in six of the 24 municipal elections held since 1922. Four out of these six have been arranged from 1999 and onwards. Sogn og Fjordane and Hordaland county had the highest turnout with 67.7 and 66.5 per cent respectively. The lowest turnout was in Østfold, with 60.9 per cent, and Telemark with 61.6 per cent.

On the municipal level, five municipalities surpassed 80 per cent voter turnout. Fedje had the highest voter turnout with 86.4 per cent, while Røyrvik, Kvitsøy, Rømskog and Vegårshei also surpassed 80 per cent. The lowest voter turnout was in Lebesby and Moskenes, with 54.2 and 54.3 per cent respectively.

With a 72.2 per cent turnout, Oppegård had the highest voter turnout in municipalities with at least 10 000 cast votes. The lowest turnout among these municipalities was in Sarpsborg, with 56.3 per cent.

Higher turnout among most of the counties

There has been a downward trend in voter turnout since directly elected representatives to the county councils was introduced in 1975. With its 59.9 per cent voter turnout, however, the turnout in the county elections this year is the highest recorded since 1995. This is a 2.4 percentage point increase compared to the election in 2007. All of the counties have experienced an increase since 2007. Troms experienced the largest increase, with 4.2 percentage points, from 54.2 per cent in 2007 to 58.4 per cent in 2011.

More votes cast in advance

A total of 22.2 per cent of the votes were cast in advance; an increase of 5.5 percentage points from the 2007 elections and an increase of 10.3 percentage points from the 2003 elections. The number of votes cast in advance increased in all counties. Finnmark has seen the biggest change, with 7.9 percentage points more votes cast in advance. In five of the counties (Finnmark, Oslo, Nordland, Sør-Trøndelag and Hordaland) at least every four votes are cast in advance. In Unjarga-Nesseby, Hammerfest, Bodø and Solund municipality, votes cast in advance surpassed 40 per cent of total votes cast.

Major share of votes cast in advance with the e-election

In total, 10 municipalities were included in the experiment of electronic voting in advance. In total, 27 600 votes were cast electronically in advance. All of these1 had a significantly larger share of votes cast in advance than the country average. Bodø and Hammerfest had the largest share with 41.4 per cent. Compared to the elections in 2007, all of these1 experienced an increase of more than 15 percentage points in the share of votes cast in advance.

Same share of rejected votes, decrease in blank votes

The number of rejected votes in the municipal elections was 3 300. This is about the same level as in 2007. In total, 11 900 blank votes were cast. This is a slight decrease in the total share of votes cast compared to the last elections.

The number of rejected votes in the county council elections was 2 300, which is also at the same level as in 2007. A total of 24 100 votes were blank, which accounts for approximately one per cent of total votes cast.
