Despite the major increase in gross capital formation outlay, the counties improved their financial situation again in 1995. The counties had a combined surplus before financial transactions and appropriations of more than NOK 400 million, an increase of nearly NOK 140 million compared to the year before.
Norwegian counties saw a considerable increase in gross capital formation outlay in 1995. The increase came to NOK 424 million, up 15.4 per cent from the previous year. This is more than three times the increase in gross capital formation from 1993 to 1994.
