Unemployment falls in three counties

Telemark, Rogaland and Sør-Trøndelag were the counties that had a decline in the number of registered unemployed persons between 2012 and 2013. However, in terms of the unemployment rate, Telemark was the only county with a decline. In the other 16 counties, unemployment was either stable or higher.

On average, 69 700 persons were registered as unemployed in 2013. This corresponds to 2.6 per cent of the labour force; an increase of 0.1 percentage points compared to 2012.

Lowest unemployment in Rogaland

Finnmark was the county that had the highest rate of registered unemployment, with 3.5 per cent, while Rogaland with 1.8 per cent, had the lowest.

Broken down by gender, Finnmark had the highest unemployment rate among men, with 4.1 per cent, while Rogaland had the lowest, with 1.9 per cent. For women, the corresponding figures were 3.1 per cent for Østfold and Oslo and 1.7 per cent both in Rogaland and Sogn og Fjordane.

Small municipalities most often have the highest and lowest rates

Among the municipalities, Båtsfjord in Finnmark had the highest registered unemployment rate, with 7.9 per cent, while Utsira in Rogaland had the lowest with 0.3 per cent. It is mainly the smaller municipalities that have the highest or lowest rates of unemployment. Herøy in Nordland had the highest increase in the share of unemployment, from 4 per cent to 6.5 per cent, while Værøy and Stord both had a decline of 1.1 percentage points, to 6.9 and 2.2 per cent respectively. Among the larger municipalities, as in 2012, Sarpsborg had the highest registered unemployment rate, with 3.9 per cent. Among the urban municipalities, Kongsberg had the lowest unemployment rate, with 1.3 per cent.

2. Statistics Norway’s figures on unemployment based on the Labour Force Survey (LFS). The LFS figures also include unemployed persons who are not registered with NAV, as well as those registered with NAV but who are classified as participants on labour market initiatives. Conversely, some registered unemployed persons are not classified as unemployed in the LFS. Persons on involuntary leave and age groups with long periods of unemployment, who no longer consider themselves active jobseekers.
