88 800 persons charged

Police investigations were completed for 386 000 offences in 2007. From this, 88 800 persons had decisions of legal efficacy against them, of which 37 000 persons were charged with crimes.

Crimes investigated and crimes solved per 1 000 population. 1960-2007

Nearly 268 000 of the completed investigated offences are crimes. Compared to previous years, and especially 2006, more old crime cases were registered as completed in 2007. This applies especially to frauds - and contributes to the total number of investigated, and solved, crimes being approximately the same as the year before.

In 2007 the total amount of investigated crimes is 19 per cent less than in 2000, if we take into account the population increase. The clear-up rate is, however, 35 per cent in 2007 and 30 per cent in 2000. The number of solved crimes per population is consequently only 4 per cent lower in 2007 than in 2000 (see figure).

More persons charged for traffic misdemeanours

Traffic offences are the principal offence for 31 300 persons charged in 2007; nearly 7 per cent more than in 2006 (on-the-spot fines excluded, see statistics on Sanctions ). This contributes to an increase in the total number of persons charged with only misdemeanours, up to 51 800 persons in 2007; well in excess of 4 per cent more than the previous year.

Traffic misdemeanours are the principal offence for 35 per cent of all persons charged in 2007. For comparison, nearly 20 per cent had an offence for profit as their principal offence. Crimes of narcotics are the principal offence for almost 10 900 persons, which is almost 12 per cent of all persons charged, and over 29 per cent of those charged for crimes.

Statistics on investigated offences 2006-2010

Statistics Norway has from the 2006 statistics made some adjustments in the processing routines of the basis data, in cooperation with the National Police Computing and Material Service, the Ministry of Justice and the Police, and others. These adjustments have not caused any fundamental changes in the statistics’ content compared to earlier. The aim is to publish the statistics years 2008 and 2009 with more elaborate descriptions of the statistics, by April 2011. The statistics year 2010 is anticipated to be completed by the end of 2011.
