As of 2005 the lower age limit for inclusion as in employment was reduced from 16 to 15 years in line with international recommendations. At the same time, the definition of age was changed from the age at the end of the year to the age at the end of the period in question. For 2008-2010 the definition of the area based on the 2011 definition of the STN area. For 2011 and 2012 the definiotion of the area based on the 2012 definition of the STN area.
