Least central municipalities

Municipalities that do not include any of the qualified urban settlements at level 1-3 and are within 75 minutes (90 minutes for Oslo) travel from a regional centre, or 60 minutes travel from a level 2 urban settlement, or 45 minutes travel from a level 1 urban settlement.

Less central municipalities

Municipalities that include an urban settlement at level 1 or are within 45 minutes travel from the centre of an urban settlement.

Fairly central municipalities

Municipalities that include an urban settlement at level 2 or are within 60 minutes travel from the centre of an urban settlement.

Central municipalities

Municipalities that include an urban settlement at level 3 (regional centre) or are within 75 minutes (90 minutes for Oslo) travel from the centre of an urban settlement.
