Pupils in international schools, Waldorf-schools (in norwegian steinerskoler) and schools with unknown organization number is not included. Due to the government's decision to cancel exams in lower secondary school, lower secondary school points in 2020 and 2021 are only based on overall achievement marks and are therefore not comparable with lower secondary school points from other school years. The statistical year 2020 refers to completed lower secondary education for the school year 2020/2021, and residence county and measures from the Child Welfare Services by the end of 2020. From 2021 the Child Welfare Services can continue provide measures until the age of 25 years. Earlier the upper age limit was 23 years. In the statistics for Education - Child Welfare the population is still «Pupils 22 years or younger». The reason is that an expansion of the population with 23- and 24-year-olds will cause a break in the statistics, and the number of individuals not included is few.
