A general compensation arrangement for value added tax was introduced on 1 January 2004. This may lead to a break in the times series from 2003 to 2004 for a number of accounting categories. The arrangement could also lead to a decline in total net operating expenditure, net operating expenditure in the various service areas, total adjusted gross operating expenditure, adjusted gross operating expenditure in the various service areas and gross operating expenditure in the various service areas or an increase in gross operating revenues in the various service areas.
