Steady increase in expenditures for state-owned universities and colleges

Total expenditure on public tertiary education is constantly increasing. In 2009 the total expenditure on public tertiary education came to NOK 27.3 billion; an increase of nearly 7 per cent compared with 2008.

Expenditure on employee compensations for the same year accounted for 66 per cent of the total expenditure. From 2008 to 2009, the expenditure rose by NOK 1.4 billion or approximately 9 per cent. The budget allocated to the purchase of goods and services represented 34 per cent of the total expenditure; an increase of NOK 300 million or 3 per cent since 2008.

The number of contracted man-years adjusted for long-term leave reached nearly 30 000 in the state-owned universities and colleges in 2009; an increase of 350 from the previous year.

More completed 60-credit points

Students at the state-owned universities and colleges produced 124 000 60-credit points during the 2008/09 academic year at an expense of NOK 146 000 per credit-point unit. This was 5 000 study credits more than 2007/2008. One year of full-time study equals 60 credit points.

Improved calculation of unit costs

An improved calculation of unit costs has been introduced this year. Previously, unit costs were calculated by using total operating expenditures in relation to completed units of 60-credit points and publication points achieved. Both the calculations of operating expenditure per 60-credit point unit and the operating expenditure per publication point were overestimated.

This year operating expenditure in educational institutions has been split between teaching and R&D. Operating expenditure on teaching gives grounds for calculating unit costs per completed unit of 60-credit points. Operating expenditure on R&D gives grounds for calculating unit costs per publication point achieved.

A new methodology will improve the set of values for unit costs and also provide a better basis for comparisons between educational institutions on productivity.

Increase in number of students

There were approximately 190 000 students in the state-owned universities and colleges in 2009; an increase of 8 000 from the previous year. Among students who actively completed credit points, the average was 43 credits per person during the academic year 2008/2009. Students at higher level education (more than 4 years in duration) completed more average credit points than students at lower level education (up to 4 years in duration).

Most students complete an undergraduate degree

About 26 600 degrees were completed in the state-owned universities and colleges in the academic year 2008/2009; 18 100 undergraduate degrees and 8 500 graduate degrees. 66 per cent of the students who completed an undergraduate degree completed according to nominal length of study. Compared to students who completed a graduate degree, 57 per cent completed according to nominal length of study.
