About the statistics
The objective of the statistics is to provide the industries involved, authorities, international bodies and the general public with information on waste generation in the manufacturing industry.
The information under «About the statistics» was last updated 18 June 2021.
Production:
Value of goods and services from domestic production activities, i.e. from market production, production for own final use, and non-market production in general government and in NPISHs. Output of goods and services is not the same as sale of goods and services. Output is published in basic prices, i.e. subsidies on products are included, but not VAT or other taxes on products (see basic value). In general government and other non-market production, output is estimated as total of compensation of employees, net taxes on production, consumption of fixed capital and intermediate consumption.

The Statistics is to be published on an annual basis. Every 5-7 years the statistics will be based on a wide-ranging sample survey.
The statistics is a part of the Waste accounts for Norway which is the basis for the reporting after the Waste Statistics Regulation (EC2150/2002) and the Joint Questionnaire (EU/OECD).
Archiving of the microdata is included as a part of the industrial production statistics standard archiving procedures.
The objective of the statistics is to provide the industries involved, authorities, international bodies and the general public with information on waste generation in the manufacturing industry.
The sample survey was until 2003 conducted every third year, and the first survey was in 1993. In 1993 and in 1996 interviewers was used for sampling. From 1999 the sampling method is changed and the establishments have filled in a questionnaire.
From the year 2003 annual surveys are conducted. A main survey are planned every fifth year, and a simplified survey the years in between. Main surveys were conducted in 2003 and 2008, similar to the surveys in 1993, 1996 and 1999. In 2004, 2005, 2006, 2007 and 2009 a simplified survey was conducted, which included questions on total waste amounts only.

The survey is contributed by The Climate and Pollution Agency.
Users are the environmental authorities, NGOs, research institutions and the general public.

Waste Statistics Regulation (EC2150/2002)
The statistics covers waste as defined in Forurensningsloven § 27. The statistics for the years 1993 - 2007 applies to establishments classified as manufacturing industry after the Industrial Classification (SIC2002) . For 2008 the statistics is distributed for establishments classified as manufacturing industry after the Industrial Classification (SIC2002) and the Standard Industrial Classification (SIC 2007). From 2009 the statistics will be distributed by SIC2007 only.
An establishment is defined as a locally delimited functional unit that mainly carries out business within a specific industry group (Standard Industrial Classification).
The data is collected by questionnaires, both electronic- and paper-form, from a representative sample of the manufacturing industry in Norway. The questionnaires were prefilled with data from Forurensning for the establishments that have reporting-obligations to the County Governor or to the Climate and Pollution Agency.
The statistics are established by calculations based on this data.
This is a sample survey. In the main survey is the sample drawn after industry-belongings and size.
The sample size is 1742 establishments, approximately 70 more than in 2003. The strata are dived after:
- 2-digits NACE-code. Industry 16 is combined with industry 15.
- Employees:
- 0: 0 employees (not included in the sample)
- 1: 1 - 9 employees
- 2: 10 - 19 employees
- 3: 20 - 49 employees
- 4: 50 - 99 employees
- 5: 100 or more employees
Full accounts: All establishments with at least 100 employees are a part of the sample. In the industries (SIC2002) is this limit sat to 50 employees: 20, 21, 24, 26, 27, 32 and 35.

The sample covers 11 per cent of the establishments in the population, corresponding 64 per cent of the employees and 72 per cent of the sale in the population. The respondents constitute 9 per cent of the establishments in the population and 89 per cent of the establishments in the sample.
The response rate in the survey for 2003 was 67 with regard to the number of establishments and 79 with regard to the number of employees in the sample.
For the simplified surveys the sample drawn in the survey Environmental expenditures in the manufacturing industry is used.
For 2008 letters and information regarding the survey was sent to the selected establishments in October 2009, with the deadline for response by the end of the month. A special website for the survey was set up. For 2003 questionnaires were made both on paper and in an Excel workbook. For 2008 all the establishments was asked to reply on an electronic questionnaire, and a paper form was sent out on inquiry only.
The simplified survey has a shared questionnaire and data collection with the sut\rvey for Environmental protection expenditures.
In average the establishments spent 130 minutes each by completing their filing requirements.
Revision 2008
With the aim of finding dissidents the regression method was used, calculated for total waste amounts for every industry. In addition Tukeys difference was calculated for the total amounts of waste for every industry, comparing 2008 and 2003, and 2008 and 2007. The results were combined and extreme values were thorough examined. Obvious thousand-errors were corrected before the phase for contacting establishments started. In this part of the revision, the extremes with high amounts of waste were detected. To be able to find the values with extreme low amounts comparisons between establishments in the same industry, with similarities in employment and sale was set up. Establishments with high influence on the result were contacted. This is establishments with many employees or high sale. For some establishments additional information were gathered from environmental information published on websites. Some establishments with a high number of employees that have responded no waste generated was taken out from the sample if it was impossible to verify the data.
Calculations 2008
The data are weighted after the number of employees and distributed by industry. The inflation factors are calculated as the number of employees in the sample divided on the number of employees in the population. For each industry 3 strata are established; one for establishments with up to 19 employees, one for establishments between 20 and 99 employees and one for establishments with more than 100 employees. In addition are deviants given the weight 1. The data are inflated by a rate model, where the limits for diffits were set to 5. The sample was run twice, and the second time without deviates from the first run. The results after inflation gave waste amounts to all the establishments. The data is distributed by material and industry after both SIC2002 and SIC2007.
Calculations 2003 &– 2005
All the waste amounts above 1 000 tonnes (about 0,3 per cent of the total amount), were checked with regard to expected amounts of waste compared to the establishments industry , amount at the previous reporting and other available sources.
The data from 2003 to 2005 were revised again in October 2007. Imputation was used for the total amounts of waste for the years that the establishments did not have any data, if the establishment had given data for at leas tone of the other years. The imputation was done by collection of the amounts of waste from the closest reporting year and adjusted for changes in the establishments activity. The respondents before and after imputation is given in table 2 a-c.
Deviant, but correct amounts of waste is given the weight 1. The number of deviants by industry is given in table 2 a-c.

The standard statistical rules apply for the publication of these statistics. More specifically this means that all industry groupings must have at least three or more entities that have reported data in order for this information to be released.

Errors may and do occur in many steps of the data capture process. Typical sources for errors are filling in forms incorrectly, registration errors, optical reading errors and revision errors. Many errors are discovered and corrected through a thorough revision process and through manual and machine checks.
Sampling errors arise from the fact that the estimates are based on a sample and not a census of the entire population.
