General Government
Units that are either part of national, county or local authorities, or are controlled by such authorities, and primarily funded by public appropriations.
Local Government
Government units having a local sphere of competence.
Public Business Units
Units owned 50% or more by a public authority and primarily fund their expenses by selling services in the market.
Public Sector
The sum of general government and public business units.

The purpose of the statistics is to contribute to the dissemination of information and increased knowledge about the distinctive features characterizing the public sector in Svalbard. Additionally, it aims to contribute to a comprehensive statistical representation of society in Svalbard by being a part of Statistics Norway's (SSB) thematic page on Svalbard. The initial publication of the statistics took place in November 2012.
Statistical users with interest or need for information about Svalbard.
No external users have access to the statistics and analyses before they are published and accessible simultaneously for all users on ssb.no at 8 am. Prior to this, a minimum of three months' advance notice is given in the Statistics Release Calendar. This is one of Statistics Norway’s key principles for ensuring that all users are treated equally.
The statistics are related to various SSB statistics about Svalbard. Additionally, the statistics are in accordance with SSB statistics within the themes of public finance and employment.
The statistics are developed, compiled, and disseminated pursuant to Act no. 32 of 21 June 2019 relating to official statistics and Statistics Norway (the Statistics Act).
The statistics are part of the national program for official statistics 2021-2023, main area Public Finances.

The data source regarding central government revenue and expenditure regarding administration of Svalbard (ref Table 09716) is the annual parliamentary document "Stortingsmelding nr 3 Statsrekneskapen," where the numbers are included in Annex 5.
The data source regarding revenue and expenditure, in addition to the administration of Svalbard (ref Table 09717), is the Svalbard budget (see Annex 1).
The statistics are not based on samples; it is a based on registers.
The employment figures are based on previously collected data regarding employment statistics. Revenue and expense figures are directly sourced from relevant websites. Both for employment figures and revenue/expense figures, reasonability checks and cross-checks against data sources are conducted. No calculations are made beyond simple percentage calculations and aggregations.

The data sources of the statistics have been consistent during the period that the statistics present. The statistics are compiled in the same way, and according to the same framework, every year to ensure comparability over time.
The statistics are based on public data sources with expected high data quality. However, there is some uncertainty associated with certain state expenses for Svalbard that are financed through other chapters in the national budget than the Svalbard accounts. This is due to these figures being based on distributions of larger amounts where the basis for distributions may be somewhat deficient. Direct checks against data sources are conducted, and the risk of processing errors is considered low.
