By 2030, reduce at least by half the proportion of men, women and children of all ages living in poverty in all its dimensions according to national definitions
There is no official definition of poverty in Norway. This must be illustrated indirectly by means of related indicators. The proportion of people with persistent low incomes is one such indirect indicator that indicates the proportion of the population living in households with relatively low incomes over time. It does not have to mean that they are poor, but rather that they have an increased risk of poverty.

Definitions The indicator is based on the household's total income after tax. To compare economic welfare in households of different sizes, economies of scale have to be taken into account. This is done by calculating consumption weights according to the EU scale. We assign first adults in the household weight = 1, then the next adult weight = 0.5 and children under 17 years weight = 0.3. The household's total income after tax is then divided by the consumption weight to arrive at income after tax per consumption unit, also called equivalence income. In this indicator we calculate the amount for each of the average equivalence income over three consecutive years (at constant prices).
Persistent at-risk-of poverty is defined by taking into account the amount that constitutes the average median income (equivalence income) for different three-year periods. People who belong to a household that, on average, over three years have an after-tax income per unit of consumption below 60 percent of the median for the entire population, is defined as "person with persistent at-risk-of poverty”
There are also other ways to define at-risk-of poverty rates.
