job-seeking activity or willingness to work

Persons outside of the labour force have either not used an active job-seeking method or could not start to work immediately (within two weeks). If they had fullfilled both these two criteria, they would have been classified as unemployed and thus belonging to the labour force. Those who have found a job could not start to work immediately (within two weeks), and therefore not classified as unemployed.
