Improved quality of services expected
All the Norwegian counties and 97 per cent of municipalities expected that the quality of their services would increase as a result of the use of Information and Communication Technology (ICT) in 2004.
The survey "Use of ICT" in Norwegian municipalities and counties is part of KOSTRA (Municipality-State-Reporting). By June 2005, 94.9 per cent of the municipalities and all the counties had answered the survey. Oslo is included in the figures at municipality level. In " Nøkkeltall om informasjonssamfunnet 2004 " (Key figures on the information society 2004) some of the data from the survey are published. Some of the variables are also published at municipality and county level in KOSTRA: Kapittel 6. Have IT strategy
In 2004, 45.1 of municipalities and 83 per cent of counties had an ICT strategy that had been updated inn the last two years. This compares with 69 and 60 per cent of Danish municipalities and counties. Among the Norwegian municipalities there was a larger proportion of large municipalities (>15 000 inhabitants) than small municipalities with an updated ICT strategy. Infrastructure, efficiency of operations and ICT security were the most common areas covered by the ICT strategy of Norwegian municipalities and counties in.
By introducing new ICT solutions, 97 per cent of Norwegian municipalities and all counties expected an improvement in their services. Furthermore, 66 per cent of the municipalities and 83 per cent of the counties expected to transfer resources from administration to production of services. The majority did not expect to see a reduction in staffing as a result of ICT. 40 per cent of the municipalities and half of the counties expected that this would happen.
